Job Announcement: Team Leader – Technical Assistance for Improved Rural Water Services in Huíla Municipalities (Angola)

Overview

Hydroplan is currently bidding for a Technical Assistance (TA) project for improved rural water services in Huíla Province, Angola, and is seeking to identify a highly qualified Team Leader to be proposed for this assignment.

The objective of the TA is to support communities, municipal administrations, and provincial institutions in improving water security and climate resilience of rural water services, with a strong focus on strengthening operation and maintenance systems, municipal planning, and integrated water resources management (IWRM) through participatory approaches.

The assignment will be anchored at provincial level, with direct implementation support to Municipal Administrations (Municipal Directorates for Water and Energy) as primary beneficiaries, and coordination with the Provincial Directorate for Infrastructure and the Provincial Water Utility (EPAS).

Scope of Work

The Team Leader will be responsible for overall technical coordination and delivery of the TA, including support to Tasks 1, 2, and 3, and will ensure effective implementation of all project activities across provincial and municipal levels.

Key responsibilities include:

Overall technical leadership and coordination of the TA team
Coordination with provincial and municipal water institutions and stakeholders
Support to participatory planning processes for rural water services
Development and strengthening of municipal water planning and management systems
Design and implementation of Integrated Water Resources Management (IWRM) approaches
Development of operation and maintenance (O&M) systems for rural water infrastructure
Support to establishment and strengthening of Water Information Management Systems (MIS)
Conducting rural water sector assessments, stakeholder analysis, and institutional reviews
Development of sustainable community-based water management and governance models
Coordination of capacity building activities for municipal and provincial counterparts
Ensuring alignment with climate resilience and rural livelihood approaches
Preparation of technical reports, deliverables, and donor reporting requirements
Minimum Qualifications

Education:

Master’s degree in Civil Engineering, Hydraulic Engineering, Hydrology, Geology, Water Resources Management, or a closely related field
Postgraduate specialization is an advantage

Experience:

Minimum 10 years of post-qualification experience in water resources management
Proven experience in participatory planning processes in rural water supply and water governance
Strong experience in:
Rural water supply systems (“hydraulique villageoise”)
Community organization and water point management models
Development of municipal/district water plans
Operation and maintenance systems for rural water infrastructure
Development and implementation of Water Management Information Systems (MIS)
Rural water sector reviews and stakeholder analysis
Demonstrated experience working on at least two similar assignments within the last 10 years
Experience in Sub-Saharan Africa is required, Angola experience is a strong asset
Strong communication skills (oral and written)
Fluency in Portuguese and good working knowledge of English is required
