Procurement & Contract Management Specialist
- Graduate engineer (BSc/BE Electrical/Civil Engineering. from a recognised university).
- At least 10 years of total experience in the power sector.
- He/she should have participated in at least 2 (two) projects of similar nature of Distribution systems/ substation at 11kV or higher voltage level / AMI (advanced electricity metering, communication technologies, as Contract-Specialist.
- At least 05 years of experience (as part of Utility or Contractor or Consultant team) in procurement ICB/NCB tenders.
- Experience in managing international supply and installation contracts for IFI-funded power sector projects.
- He/she should be aware of Donor Agencies procurement guidelines, PPRA rules and evaluation procedures.
- Good oral and written communication skills in the English language
- High sense of teamwork, organization and responsibility.
- Strong contract management skills and experience in similar projects
- Assist in evaluation of technical & financial bids of Project.
- Assist SEPCO during clarification to bidders in connection with bid documents
- Participate and assist SEPCO in the negotiation and subsequent finalization of the contracts.
- He/she shall assist in supervision of the contract during the contract period and defect liability period.
- Support SEPCO to issue all necessary addenda
- Assist PMU in initiating action on slow implementation progress or deliverable delays or violation of the contractor‘s obligations, if any, as per contract conditions.
- Assist PMU in settling any disputes arising during the implementation.
- Update top management on project status on periodic basis.
- Measurement and verification of contractor's invoices upon delivery, installation and commissioning.
- Controlling cost overrun, quality and schedule of contractors‘ work and deliverables.
- Maintain detailed records of relevant events & activities, documents, minutes of meetings.
- Furnish timely assistance to SEPCO and direction to the contractors in all matters related to interpretation of the contract documents, testing and other matters related to contract compliance and progress of the project.
- Provide assistance to SEPCO in approving/clearing claims/and variation orders and invoices along with rate analysis if the items of the variation order are not included in the contract) submitted by the contractor and recommend payments to be made thereafter,
- Assist SEPCO to determine the amount to be added to or deducted from payments to the contractors for any additional work or for work omitted respectively.
