International Key Expert - Project Manager/Team Leader (Electrical Engineer)
Graduate electrical engineer (BSc/BE Electrical Engineering, from a recognised university).
Electrical engineer with experience not less than 15 years in the power sector and 10 years of experience in project management.
Experience in at least one project of a similar nature, in transmission and distribution, or revenue meter installation, or advanced electricity metering, communication technologies, and commercial management systems.
Experience in managing international supply and installation contracts for IFI- funded power sector projects.
Good oral and written communication skills in the English language
High sense of organization and responsibility.
Strong project management skills and experience in similar project coordination
Permanent staff of the firm, or if the entity is an association or joint venture, of the lead firm or lead partner.
Responsible for overall coordination of the consultant‘s services to fulfil the requirements.
Support the PMU Project Director by providing best practice guidelines.
Assist SEPCO in the negotiation of the contracts. The consultant shall assist in the supervision of the contract during the contract period and the defect liability period.
Support SEPCO in issuing all necessary addenda.
Develop a comprehensive project plan covering the project time schedule, payment procedures, and quality assurance program. Establish a computerized project monitoring program using off-the-shelf software packages.
The Consultant will also assist SEPCO PMU in preparing and implementing Project Performance Indicators (PPI) to evaluate the effectiveness of the Project.
Prepare a project monitoring scheme (which will include technical, physical, and financial details), and finalize formats for reporting progress of supply and installation works and procedures for following up, supplying materials for installation in accordance with the technical specifications. Moreover, the consultant will also assist PMU in preparing and implementing a project performance monitoring system (PPMS) to evaluate the effectiveness of the project.
Monitor and prepare progress reports of the installation of the AMI meters, APMS, HES, Database systems contract variation orders, and the project completion report.
Monitor project progress against plan, report on progress, and propose remedial measures as necessary
Review and recommend for approval the contractor‘s supply and installation schedules or revisions.
Review and advise on detailed design drawings, perform verification of all works, and provide recommendations to the PMU to amend technical solutions if necessary.
Monitor and ensure the old meters recycling process and the cleanliness of the cables and waste due to the installation process,
Define an Installation Safety Process Manual that follows all International and local regulations, standards, and best practices, monitoring its implementation during the project by the contractor.

Supervise the installation of the meters and the concentrators according to the Safety Process Manual.
Discuss with the contractors and PMU the work program for implementation of the project and reporting procedures.
Assist PMU in initiating action on slow implementation progress or deliverable delays, or violation of the contractor‘s obligations, if any, as per contract conditions.
Assist PMU in settling any disputes arising during the implementation.
Update top management on project status periodically.
The Consultant shall update the "Manual for Detection of Theft " based on the new technology to be introduced.
Provide training to SEPCO staff on new technologies for AMI.
The Consultant shall also develop a meter inspection and testing manual.
Provide technical advisory support to SEPCO on the integration of AMI with already deployed projects of ERP and GIS of the company.
Supervise and monitor on behalf of SEPCO the installation of the data management system, communication systems, and smart meters.
On behalf of SEPCO, inspecting and accepting goods and services related to Advanced electricity Meters and the associated communication system.
Measurement and verification of the contractor's invoices upon delivery, installation, and commissioning.
Controlling cost overrun, quality, and schedule of contractors‘ work and deliverables.
Assess the adequacy of all inputs such as materials and laborers provided by the contractor and his/her methods of work in relation to the required progress, and when required, take appropriate action to rectify and to expedite progress. Keep and regularly update a list of the contractors‘ commitments in their bid.
Check and approve ―as-built drawings‖, ensuring that all changes introduced in the field during construction have been incorporated.
Maintain detailed records of relevant events & activities, drawings & documents, minutes of meetings.
Furnish timely assistance to SEPCO and direction to the contractors in all matters related to the interpretation of the contract documents, testing, and other matters related to contract compliance and progress of the project.
Assist PMU on a full-time basis in quality assurance and quality control of the contractor‘s supply and installation.
Assist SEPCO in the development of a communication strategy which is to be launched in advance installation of meters.
Certify the achievement of the contractual milestones and satisfactory quality of progress, in line with the progress milestones laid down in the contracts.
Assist SEPCO in initiating action on slow implementation progress or deliverable delays, or violation of the contractor‘s obligations, if any, as per contract conditions.
Examine and make recommendations on all claims from the contractors for time extension, extra compensation, extra work or expenses, or other similar matters.
Recommend and verify SEPCO for payment of the invoices received from the Contractor, which are based on completion of contractual milestones.
Provide assistance to SEPCO in approving/clearing claims/and variation orders, and invoices, along with rate analysis if the items of the variation order are not included in the contract, submitted by the contractor, and recommend payments to be made thereafter.
Assist SEPCO in determining the amount to be added to, or deducted from, payments to the contractors for any additional work or work omitted, respectively.
Upon notice of all completion received from the Contractors, inspect the works and inform the contractor and SEPCO, in writing, of items that need rectification for completion.
Carry out final inspection of the meters, HES installation.
Specify and supervise any remedial works to be carried out and recommend upon completion before the issuance of the certificate of substantial completion and
Operational acceptance.
The inspection will be carried out along with representatives of SEPCO.
· Review and confirm with PMU the approval of the pre- commissioning program, submitted by the contractor,
· Review and confirm with PMU the commissioning test reports submitted by the contractors, establish the list of deficiencies [if any] after commissioning, and prepare a time frame for the contractor to remedy the deficiencies.
· Compile systematic records of the contractor‘s site activities, prepare and maintain inspection and engineering reports and records to adequately document the progress and performance of the work
· The Consultant will advise on requirements and availability of necessary human resources for installation, operation, and maintenance of the system.
· Consider and ascertain technology transfer and provide on-the-job training to SEPCO staff involved in the project.
· Prepare and submit to SEPCO the detailed monthly and quarterly progress reports and any other reports according to SEPCO‘s requirements for the works. These reports shall:
· Describe work progress, the contractor‘s performance, quality of work, delays, deficiencies, constraints, and the project‘s financial status, forecasts, and give recommendations for action.
· Mention any authorized changes in the original design and specifications.
· At the Employer's discretion, operational acceptance tests may also be performed on replacement products, upgrades and new version releases, and products that are added or field modified after operational acceptance of the system.
· Ensure that all post-construction (as-built) drawings are furnished/submitted and bills of quantities that may arise thereof,
· Facilitate decisions on all claims and accounts, all questions, disputes, and differences which may arise between the Client and Contractor and which, under the terms of the contracts, are left for the Arbitrator‘s settlement and decisions.
· Assist and advise the Client regarding any matter that may lead to adjudication, arbitration, inquiry or litigation.
· Assist the Client on the eventually works defects, help SEPCO in final testing and commissioning of the project and issue the final acceptance certificates.
· Submit to the Client the project completion report.
· Prepare the Certificate of Completion, stating the date or dates from which the defect liability period of supply and installation shall commence.
