Job description

In the framework of the preparation of a 36 months tender in the field of Higher Education in Somalia (420 working days). The project is operationally based in Mogadishu. Qualifications

Qualifications and skills
• At least a master’s degree in Higher Education Policy, Education Management, Public Administration or related field;
• In absence of a master’s degree, she/he should have equivalent experience defined as at least a Bachelor's degree and 12 years of specific professional experience (see below);
• Excellent project management skills, including reporting;
• Excellent drafting, analytical and communication skills;
• Excellent written and spoken English, Somali proficiency is an asset;
• Advanced computer literacy, including proficiency in MS Office, project management software (e.g., MS Project), and data visualisation tools.
General professional experience
• Minimum 7 years of relevant experience in higher education policy implementation, with:
o Direct advisory roles to ministries of education or higher education commissions on policy development.
o Experience coordinating multi-stakeholder initiatives (e.g., public-private partnerships, donor-aligned programmes).
o Experience coordinating with international partners (e.g.UNICEF, World Bank, EU, or bilateral donors) on higher education initiatives.
Minimum 10 years proven experience in implementing Quality Assurance and Accreditation frameworks in higher education; experience of working with national higher education commissions, ministries, or international accreditation bodies;
• Knowledge of international Quality Assurance and accreditation standards;
• At least two years’ experience in the Horn of Africa, Eastern Africa or post-conflict environments is an asset.
