Job Description

We are seeking an experienced International Capacity Building Expert to support institutional strengthening and road safety engineering capacity development initiatives for the upcoming Road Safety Improvement Project in Kyrgyzstan.

Project Background

The Road Safety Improvement project aims to institutionalize road safety auditing practices within the Ministry of Transport and Communications (MOTC) of the Kyrgyz Republic and strengthen national road safety engineering systems. The assignment includes technical assistance related to road safety audits, development of technical methodologies, institutional coordination, safety assessments, and professional training programs.

Key Responsibilities

The International Capacity Building Expert will support the development and implementation of sustainable road safety training and institutional strengthening activities, including:

  • Designing and delivering road safety capacity building programs for MOTC, road agencies, universities, engineers, and related stakeholders
  • Supporting development of continuous professional development programs for road safety auditors and engineers
  • Assisting in preparation and implementation of training plans related to:
    • Safe road design
    • Road safety audit methodologies
    • Black spot management
    • Safe System approaches
    • International road safety best practices
  • Supporting workshops, seminars, and stakeholder engagement activities
  • Assisting Kyrgyz State Technical University (KSTU) in improving road safety education and training programs
  • Supporting development of specialized road safety training programs for women professionals and students
  • Contributing to institutional strengthening initiatives for MOTC and related agencies
  • Preparing training materials, workshop reports, and capacity building documentation
  • Collaborating closely with the Team Leader and international/national experts

Qualifications

Candidates should meet the following minimum requirements:

  • Bachelor’s or Master’s degree in transportation engineering, civil engineering, road safety, education/training, or related discipline
  • Minimum 10 years of relevant international experience in:
    • Road safety capacity building
    • Technical training delivery
    • Institutional strengthening
    • Professional development programs
  • Demonstrated experience implementing road safety training activities within the Safe System approach
  • Experience working on donor-funded infrastructure or transport projects
  • Experience in developing countries required
  • Experience in CAREC countries or Central Asia preferred
  • Strong report writing and communication skills in English
  • Knowledge of Russian and/or Kyrgyz is considered an advantage

Preferred Experience

  • Experience working with government agencies and universities
  • Experience developing curriculum or certification programs
  • Familiarity with road safety audit systems and engineering practices
  • Experience facilitating multi-stakeholder workshops and technical training programs
