About the Project
The project aims to support North Macedonia’s green energy transition and EU alignment process by strengthening the country’s strategic, institutional, and operational capacity in the energy sector. The assignment will provide technical assistance to the Ministry of Energy, Mining and Mineral Resources and other relevant national and local stakeholders in areas such as energy policy and legislation, electricity market reforms, renewable energy, energy efficiency, just transition, energy poverty, hydrogen policy, municipal green energy planning, and feasibility studies for future green energy investments.
The project is structured around three main components:
- National Framework
- Reaching Out to Municipalities –
- Improved Analysis of the Green Energy Transition
Key Expert 1: Team Leader – High-Level Adviser on Energy
Minimum input: 675 working days
Qualifications and Skills
- Minimum Master’s degree in a directly related discipline, or Bachelor’s degree in the same field plus four years of relevant professional experience.
- Excellent spoken and written English, corresponding to level C1 of the Common European Framework of Reference for Languages.
General Professional Experience
- Minimum 10, preferably 12, years of professional experience in a field related to energy.
Specific Professional Experience
- Experience as Team Leader in at least one EU-funded technical assistance project with a total value of EUR 1,000,000 or more.
- Experience in high-level policy advice, at Minister level or higher, on energy matters.
- Experience on assignments in EU Member State bodies or other contracting parties of the Energy Community Treaty will be considered an advantage.
Main Responsibilities
The Team Leader will have overall responsibility for:
- Advising the Ministry, and in particular the Minister and the Cabinet of the Minister, on strategic matters.
- Managing project activities and ensuring the overall coordination of all project staff, including coordination of the work of non-key experts.
- Ensuring that all non-key experts are agreed with the project Beneficiary and Contracting Authority and engaged on time to enable smooth project implementation.
- Ensuring regular communication with the project managers appointed by the EU Delegation and the Beneficiary for all clarifications and requirements.
Key Expert 2: Expert in Electricity
Minimum input: 600 working days
Qualifications and Skills
- Minimum Master’s degree in a directly related discipline, or Bachelor’s degree in the same field plus four years of relevant professional experience.
- Excellent spoken and written English, corresponding to level C1 of the Common European Framework of Reference for Languages.
General Professional Experience
- Minimum 8, preferably 10, years of professional experience in a field related to energy.
Specific Professional Experience
- Experience in at least 3 assignments related to, inter alia, electricity, such as legislative and institutional framework, electricity market, generation, RES integration, balancing, transmission, distribution, tariffs and price regulation, decarbonisation of the power system, energy communities, and digitalisation.
- Experience on assignments in EU Member State bodies or other contracting parties of the Energy Community Treaty will be considered an advantage.
Key Expert 3: Expert on Renewable Energy
Minimum input: 600 working days
Qualifications and Skills
- Minimum Master’s degree in a directly related discipline, or Bachelor’s degree in the same field plus four years of relevant professional experience.
- Excellent spoken and written English, corresponding to level C1 of the Common European Framework of Reference for Languages.
General Professional Experience
- Minimum 8, preferably 10, years of professional experience in a field related to energy.
Specific Professional Experience
- Experience in at least 3 assignments related to, inter alia, renewable energy, such as solar energy, wind energy, onshore wind, hydropower, biomass and biogas, geothermal energy, renewable heating and cooling, biofuels and renewable transport fuels, waste-to-energy, hydrogen, prosumers, energy communities, grid integration of renewables, renewable energy storage, and guarantees of origin and certification schemes.
- Experience on assignments in EU Member State bodies or other parties of the Energy Community Treaty will be considered an advantage.
Key Expert 4: Expert in Energy Efficiency
Minimum input: 600 working days
Qualifications and Skills
- Minimum Master’s degree in a directly related discipline, or Bachelor’s degree in the same field plus four years of relevant professional experience.
- Excellent spoken and written English, corresponding to level C1 of the Common European Framework of Reference for Languages.
General Professional Experience
- Minimum 8, preferably 10, years of professional experience in a field related to energy.
Specific Professional Experience
- Experience in at least 3 assignments related to, inter alia, energy efficiency in areas such as legislative and institutional framework, national and/or municipal energy efficiency plans, renovation strategies, public buildings renovation, monitoring and verification systems, energy efficiency obligation schemes, energy audits and management systems, financial mechanisms and incentives, energy performance of buildings, energy performance certificates, district heating modernisation, and energy demand-side management.
- Experience on assignments in EU Member State bodies or other contracting parties of the Energy Community Treaty will be considered an advantage.
