GIZ International Services is shortlisted  for the EU-funded tender: „Technical Assistance to ECOWAS in Transport Governance in West Africa", based in Abuja, Nigeria.


The overall objective is to promote sustainable, smart, resilient and safe mobility to strengthen land, air and water transport regulatory frameworks in the ECOWAS region.



Your Profile

Qualifications and skills

  • A university degree in information technology, data analytics, computer science, AI or a related field.
  • Desirable, a post-graduate degree (Master’s level or equivalent) is an added advantage.
  • Fluency in English or French, with at least good working knowledge of the other language being an asset.
  • Strong skills in the design, development, and management of digital information systems and data platforms.
  • Strong analytical and problem-solving skills.

 

General professional experience

  • At least 15 years of professional experience in digital systems, information management, data analytics, or related fields.
  • Experience working in or with developing countries.

 

Specific professional experience

  • At least 5 years of experience in developing and managing digital platforms, databases, or observatories in the fields of transport, logistics, infrastructure, or regional integration.
  • Experience with data standards, interoperability, and data governance frameworks is an asset.
  • Experience in applying digital tools for monitoring corridor performance, road safety, or logistics flows will be considered an advantage


Location information

The key expert will primarily be based in Abuja, Nigeria, with regular missions supporting corridor observatories, digital platforms, and road safety systems in ECOWAS and West Africa Member States. 

 

Start date & period of implementation 

The intended start date is 15 January 2027 and the period of implementation of the contract will be 48 months from this date (for a minimum of 440 days).

This position is suited to a part-time position (50%).

GIZ has to select a candidate for this position before submitting the offer to the donor. The award decision by the donor will then take up to several months. An employment contract for the position can only be offered to the selected candidate if GIZ’s bid is successful. Otherwise, the position will be cancelled, and the recruiting process will be closed without any contractual obligation arising for either party.

Scope, tasks and requirements as well as the full-/part-time percentage of the position are determined by the donor and cannot be changed by GIZ. 

Unless stated otherwise, all requirements are mandatory and must be fulfilled at the time of submitting the offer. As per the donor’s procurement rules, a specific amount of time of experience refers to full-time experience. Part-time assignments will be taken into account on a pro rata basis.
