Project Background:
Within the “Private Sector Development and Technical Vocational Education and Training Armenia” GIZ program on (PSD TVET Armenia), German Sparkassenstiftung for International Cooperation (DSIK) implements the initiative "Capacity building of teachers in TVET colleges on sustainable entrepreneurship and climate adaptation practices". The project aims to review the existing entrepreneurship curriculum, integrate the Micro Business Game (MBG), develop modern teacher and student reference materials, and strengthen the capacity of master trainers and teachers for rollout across participating TVET colleges in Armenia.

Scope of work and key responsibilities:

  • Review draft outputs of the curriculum revision process and provide a structured benchmarking perspective against relevant international competence and TVET approaches, such as the EntreComp framework.
  • Identify good-practice elements and gaps in relation to entrepreneurship competences, experiential learning, sustainability orientation, digital skills integration and implementation quality.
  • Peer-review draft module structures, MBG integration logic, selected assessment tools as well as teacher and student support materials and the provision of practical recommendations for improvement.
  • Advise the national expert pool in Armenia on how international approaches can be meaningfully adapted rather than copied, taking account of Armenian institutional, cultural and classroom realities.
    Support the formulation of recommendations for sustainability, institutionalization and future usage of the curriculum package.

Required qualifications: 

  • Advanced university degree in TVET, education, pedagogy, economic development or a related field.
  • At least 10 years of relevant professional experience in entrepreneurship education, curriculum design, TVET reform or teacher capacity development.
  • Proven expertise in the application and practical implementation of the European Commission EntreComp framework and related entrepreneurship competence methodologies is considered a strong asset.
  • Experience advising on experiential learning, simulations, business games or practice-based entrepreneurship training is highly desirable.
  • Strong ability to formulate concise, practical and context-sensitive peer-review recommendations for curriculum and institutional development processes.
  • Excellent command of written and spoken English.
  • Previous experience in or for Armenia or the South Caucasus region or demonstrated understanding of the regional education and policy environment, will be considered an asset.
