Description

“The Establishment and the Launch of 3 Model Habilitation and Rehabilitation Centers for Children with Disabilities in three Territorial Social Service Centers (TSSCs)” 

The World Bank approved a $100 million concessional loan for Uzbekistan to implement the Innovative Social Protection System for Inclusion of Vulnerable People (INSON) Project. The Project Development Objective (PDO) is to improve access to and the quality of social services and benefits for vulnerable people in Uzbekistan.

The project is also co-financed by a $2 million grant from the Early Learning Partnership (ELP), a multi-donor trust fund housed at the World Bank that aims to support vulnerable children’s development and learning. These funds will be used to evaluate the impact of social services provided at the community (mahalla) level on the well-being of vulnerable children in Uzbekistan and to improve their quality.

The project will be implemented by the National Agency for Social Protection (NASP) under the President of Uzbekistan, in close collaboration with various government agencies, non-governmental organizations, and Uzbekistan’s international development partners.

Component 1: Strengthening the Integration and Shock Responsiveness of the Social Protection System

Component 2: Improving the Access and Quality of Social Services for Vulnerable People

Component 3: Project Management and Monitoring and Evaluation

Component 4: Contingent Emergency Response Component (CERC)

Overall qualification requirements for international and local specialists:

1.  Educational background

A graduate degree in a relevant field such as Social Work, Social Service

Provision, Psychology, Physiotherapy, Rehabilitation or other related disciplines.

2.  Professional experience

−  At least 7 years of experience with Bachelor’s Degree (4 years with Master’s Degree) in relevant fields related to social work, social services provision, habilitation and rehabilitation services, needs assessments, or program management.

−  Demonstrated experience in working on projects funded by international organizations or government agencies is desirable.

3.  Knowledge

−  Strong understanding of social protection systems, inclusive practices, and international best practices in social service provision.

−  Familiarity with local contexts, regulations, and practices related to social services in Uzbekistan is an asset.

4.  Skills

−  Excellent analytical, communication, and report-writing skills.

−  Strong organizational and project management skills.

−  Proficiency in Uzbek, Russian (written and spoken) or possessing means of interpretation and translation into and from the Uzbek, Russian.

−  Proficiency in using relevant software and tools for data analysis and reporting.

5.  Other competencies

−  Ability to work collaboratively with diverse stakeholders.

−  High level of adaptability, critical thinking and problem-solving skills.

−  Ability to work under tight deadlines.

Team Leader / Senior Child Disability & Rehabilitation Specialist: 7 years, with experience establishing services/centers;

At least one expert must have experience transitioning services from institutional to community-based models.

All key specialists must be present in Uzbekistan and available at least 40% of the duration of duration of the assignment
