Non-Key Expert 5 – Monitoring, Evaluation and Data Management Expert

Minimum Qualifications

Education

• University degree in Statistics, Economics, Social Sciences, Public Policy, Business Administration, Development Studies, Data Science, Information Management, or another relevant field.

General Professional Experience

• Minimum 7 years of relevant professional experience in monitoring and evaluation, results measurement, data management, or programme performance monitoring.

Specific Professional Experience

• At least 5 years of experience in monitoring and evaluation of programmes related to vocational education and training, employment, skills development, youth employment, labour market programmes, economic inclusion, or private-sector development.
• Experience in designing monitoring frameworks, indicators, and data collection tools.
• Experience in managing and analysing beneficiary-level data.
• Experience in monitoring programmes involving a significant number of participants across multiple locations.
• Experience in preparing analytical and results-based reports for public institutions, international organisations, development partners, or donor-funded programmes.
• Experience with gender-disaggregated and socially inclusive monitoring systems.

Languages

• Excellent command of English.
• Good command of Albanian is preferred.

Non-Key Expert 6 – Outreach, Communications and Trainee Recruitment Expert

Minimum Qualifications

Education

• University degree in Communications, Marketing, Public Relations, Journalism, Social Sciences, Business, Development Studies, or another relevant field.

General Professional Experience

• Minimum 7 years of professional experience in communications, outreach, public engagement, marketing, or participant mobilisation.

Specific Professional Experience

• At least 5 years of relevant experience in designing and implementing communication, outreach, or recruitment campaigns.
• Experience in campaigns targeting youth, women, unemployed persons, jobseekers, SMEs, or local communities.
• Experience using a combination of digital media, social media, institutional communication, community outreach, and local media.
• Experience in preparing communication and promotional materials.
• Experience in coordinating with multiple public and private stakeholders.
• Experience in monitoring campaign performance and adapting outreach approaches based on results.

Languages

• Excellent command of Albanian.
• Very good command of English.

Non-Key Expert 7 – Employer Engagement and Job Fairs Specialist

Minimum Qualifications

Education

• University degree in Business Administration, Human Resources, Economics, Tourism, Hospitality Management, Employment Studies, Social Sciences, Event Management, or another relevant field.

General Professional Experience

• Minimum 7 years of relevant professional experience in employer engagement, recruitment, employment services, career development, business engagement, job matching, or event coordination.

Specific Professional Experience

• At least 5 years of experience working directly with employers, businesses, or business associations.
• Experience in at least two of the following areas:
• employer engagement;
• recruitment;
• job matching;
• career fairs;
• job fairs;
• internship placement;
• employment programmes.
• Experience in coordinating events involving multiple employers and jobseekers.
• Experience in private-sector engagement and stakeholder mobilisation.
• Experience in documenting employment and placement outcomes.

Languages

• Excellent command of Albanian.
• Very good command of English.
