Qualification Requirements
The Legal Expert shall possess a university degree in Law and have at least 7 years of professional experience in public procurement law, administrative law, infrastructure contracts, or regulatory reform. Demonstrated experience in reviewing legislation, preparing legal amendments, drafting contracts, and advising public institutions on legal and regulatory matters is required.
Key Responsibilities
The Legal Expert shall review the existing legislative and regulatory framework governing the road sector, identify legal constraints affecting contractual arrangements and PBMC implementation, prepare recommendations for legislative amendments, develop model contracts and regulatory instruments, provide legal support during stakeholder consultations, and ensure consistency of proposed reforms with national legislation.
