Position Overview

The ACHIEVE M&E Officer provides technical inputs, guidance, and country office support for successful monitoring, evaluation, and learning of the ACHIEVE project. Under the direction of ACHIEVE’s global M&E Manager, the M&E Officer supports all global M&E activities, including setting-up MEL systems, recruitment, developing global M&E guidance, facilitating cross-project collaboration, analyzing data, designing learning studies, and contributing to donor deliverables and reports. Additionally, the M&E Officer plays a key role in providing backstopping support to M&E colleagues operating at the field level, including technical assistance, remote and in-person trainings, mentoring/coaching, and other tasks as needed. The M&E Officer is instrumental in ensuring that ACHIEVE meet its USAID and PEPFAR global and buy-in reporting requirements with high quality data and while maintaining adherence to ACHIEVE’s global MEL guidance.

Pact is recruiting for a Monitoring and Evaluation (M&E) Officer for the global project Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus Elimination (ACHIEVE), whose goal is to reach and sustain HIV/AIDS epidemic control for pregnant women, adolescents, children, and infants and by supporting them through targeted clinical, prevention, and mitigation interventions. The program will also provide an avenue for USAID to transition their prime awards to local partners.

Key Responsibilities

• Provide technical M&E backstopping support to assigned buy-in countries through daily communication with M&E field staff, coaching, mentoring, and trainings
• Conduct Short Term Technical Assistance trips to assigned buy-in countries to provide on-site support, as needed
• Participate in regular country focused meetings to review technical activity and/or OVC/DREAMS/HIV service delivery progress
• Support start-up of new buy-ins by designing MEL Plans, recruiting M&E field staff, setting up M&E systems and conducting baseline assessments
• Provide technical inputs to ACHIEVE’s buy-in and global donor deliverables including regular narrative reports to USAID and MER reports to DATIM
• Ensure ACHIEVE’s buy-ins have data use plans in place, including regular data review meetings to adapt programming as needed
• Provide support to M&E field staff to design and implement learning agendas that align with ACHIEVE’s global learning agenda where feasible
• Conduct Data Quality Assessments and implement corrective actions to improve data quality and accountability
• Provide technical inputs to configuration of ACHIEVE’s central DHIS2 database system, imPact; train ACHIEVE global and field staff on using imPact; develop dashboards for monitoring buy-in progress in imPact; ensure buy-ins are regularly reporting performance data into imPact
• As needed, provide technical support to the buy-ins in the areas of capacity development, OVC, DREAMS, HIV prevention, economic strengthening, or other areas
• Support the ACHIEVE M&E Manager in the development and rollout of technical tools, procedures, guidance, and other M&E resources to buy-ins
• Contribute to ACHIEVE’s thought leadership and implementation of its learning agenda by leading cross-country assessments, secondary data analysis, and writing case studies, blog posts, journal articles and/or other materials for publication and presentation to conferences
• Support the ACHIEVE CD Manager to collect, manage, analyze, and report on buy-in capacity development data in Pact’s Capacity Solutions Platform (CSP); oversee data quality assurance of ACHIEVE’s CD data in the CSP
• Collaborate with the global ACHIEVE technical team to review and interpret data across buy-ins for learning and adaptation; package and disseminate timely findings in a meaningful way, and make suggestions for adaption, as aligned with USAID’s Collaborating, Learning, and Adapting (CLA) approach
• Participate in Pact’s Results & Measurement team initiatives as appropriate
• Other tasks as assigned.

Basic Requirements

• Bachelor’s degree in a relevant field, including public health, international development, public policy, economics, or other related field. Master’s degree preferred.
• At least 7 years of relevant experience working international development or M&E (or a Master’s degree with 5 years’ experience).
• At least three (3) years of progressively responsible experience in designing, managing, and implementing results-based M&E activities
• Experience implementing complex USAID and/or PEPFAR-funded projects
• Knowledge of USAID and PEPFAR reporting requirements. Experience applying PEPFAR MER guidance and knowledge of DATIM highly preferred.
• Knowledge of global HIV programmatic approaches and current knowledge of HIV prevention, response, and care and treatment
• Demonstrated technical skills in analyzing quantitative and qualitative data
• High proficiency in Excel; working knowledge of SPSS, Stata, or other statistical package
• Strong data visualization skills; experience with PowerBI, Tableau, or other data visualization software highly preferred.
• Effective interpersonal and creative problem-solving skills; demonstrated ability to work well on a team.
• Demonstrated ethical management practices.
• Ability to develop and maintain strong relationships with partner organizations.
• Ability to travel up to 30% of the time.

Preferred Qualifications

1. Working knowledge of DHIS2
2. Familiarity with GIS software
3. Fluency in French or Spanish highly preferred
4. At least 2 years of experience living and working in a developing country
5. Experience with OVC or DREAMS programming
