CONTEXT

Oxfam-Quebec is implementing its new volunteer cooperation program (VCP) entitled "Equality in Action" working in close collaboration with Oxfam teams in the countries of intervention. This program will take place over a period of seven years (2020-2027) in thirteen countries and three regions.

The VCP aims to increase the performance of local partner organizations in developing countries in implementing inclusive, innovative, and sustainable development initiatives that will advance gender equality in the 13 countries. The knowledge, capacity and expertise of the qualified volunteers will be leveraged through short and long-term assignments with local partner organizations.

MANDATE DESCRIPTION
The support of the Monitoring-evaluation-accountability and learning (MEAL) adviser shall be integrated in the MEAL unit of Oxfam in Jordan. The adviser will be working under the supervision of the country MEAL manager and in close collaboration with Oxfam Jordan program team, Oxfam International and Oxfam-Québec headquarters. Core tasks to be undertaken by the MEAL adviser shall be aligned with VCP framework and the MEAL framework of VCP.

  Implementation of the VCP Program

  • Undertake a fully participatory baseline survey for the VCP program
  • Develop in conjunction with MEAL colleagues and partner organisations, an inclusive contextualized MEAL system of the VCP program using the joint Oxfam approach in monitoring, evaluation, learning and social responsibility (called CAMSA) and a costings plan for the duration of the VCP program in Jordan
  • Participate in the development of key planning documents, including the Program Implementation Plan (PMO), Monitoring & Evaluation strategy and annual work plan

Support to Strengthen Partners MEAL systems and Practices

  • Build on the existing status of Partners, identify areas of improvement areas, support partners’ MEAL capacity guided by feminist MEAL approach
  • Develop and support the implementation of a training and accompaniment plan for partners in monitoring, evaluation, accountability and learning
  • Monitor and analyze changes in partners MEAL practices.
  • Supporting partners in developing or systematizing their monitoring, evaluation, accountability and learning (collection, management, analysis and use of data) promoting transparency and accountability to the people partners are working with
  • Support partners to engage in, directly conduct and manage periodic reviews and Evaluations

Support Networking and Mutual Knowledge sharing across partners

  • Facilitate and promote exchange of good practices and information sharing among the partners, with Oxfam, and with global networks
  • Contribute to disseminate Oxfam’s fields of expertise and those of its partners in national and international networks

 Support strategic engagement of partners

  • Supporting partners to consolidate learning to inform evidence-based policy and program development
  • Support the participation of partners in Oxfam program and country strategy development process
  • Support partners in strategic context analysis

Other responsabilitities

Share and embody Oxfam’s commitment to a zero-tolerance policy against behaviour that violates the code of conduct, including sexual harassment, exploitation and abuse; intimidation; lack of integrity; corruption and fraud.

Participate in development efforts in Canada during and after the mandate by contributing to the dissemination of the program, projects, partners, etc. through testimonials, life stories, photos, quotes, etc.

REQUIREMENTS 

  • Be domiciled in Jordan and have 
    • Canadian citizenship or Canadian permanent resident status 
    • or citizenship of a country in the Middle East other than Jordan 
  • University degree in program evaluation, social sciences, project management, organizational development, or any other relevant field
  • At least three (3) years of relevant experience in the field of Monitoring, Evaluation and Learning (MEAL)
  • International development work experience (an asset)
  • Experience working in the country of assignment (an asset)
  • Mastery of the mechanisms of monitoring, evaluation, accountability and learning (MEAL) using the results-based management approach
  • Excellent knowledge of Middle East context
  • Demonstrated leadership and coaching capacities
  • Demonstrated creative, innovative mindset
  • Excellent oral and written communication
  • Training and workshop facilitation
  • Good command of Microsoft Office (Word, Excel, Outlook and PowerPoint) and Skype
  • English, spoken and written. (mandatory)
  • Commitment to Oxfam’s mission and values, including the promotion of equality between women and men
