Description

Project name: TA to the EU-PNG Partnership for Good Governance

Brief description:

This contract focuses on the provision of technical assistance aiming at:

  • rolling out governance and integrity mechanisms throughout the police force,
  • improving RPNGC community policing capacities, infrastructure and equipment,
  • enhancing capacities in governance, efficiency and integrity of the judicial system,
  • revitalizing the Papua New Guinea's Village Court system,
  • improving gender accountability, monitoring and reporting within the justice system, and ensuring the Programme's visibility,
  • fulfilling the programme's budget support eligibility criteria.

Duration of the assignment: minimum of 600 workdays over approximately 4 years

Requirements:

Qualifications and skills

  • At least a Master's Degree or equivalent academic qualification (university or similar institution) in sociology, law, community development, or any relevant field relevant to this assignment;
  • If the expert does not have a Master's Degree in a relevant field, she/he must have at least a Bachelor's degree in the above-mentioned fields combined with an additional 2 years of relevant professional experience in addition to the professional experience required below; 
  • If the expert has neither a Master's Degree nor a Bachelor's Degree in a relevant field,  she/he must have, in addition to the professional experience required below, an equivalent professional experience in a relevant field of at least 5 years;
  • Excellent communication skills, both in written and spoken English.

General experience

  • A minimum of 10 years of professional experience in the law and justice sector;
  • A minimum of 3 years of professional experience at senior advising level;
  • Having completed at least one assignment in a Pacific ACP country would be an advantage.

Specific experience

  • At least 5 years of professional experience in providing assistance to community justice systems in developing countries;
  • A minimum of 3 demonstrated professional experiences in providing on-the-job or classroom-based training, coaching and mentoring;
  • Familiarity with the Village Court system in PNG an advantage;
  • Professional experience related to gender issues an advantage;
  • Professional experience in monitoring and evaluation an advantage.
