The Millennium Challenge Corporation (MCC) is an innovative and independent U.S. foreign assistance agency established in January 2004 with the global mission of reducing poverty through economic growth. The MCC has active partnerships with 50 countries from five continents and to date, it has signed 38 compacts worth more than US$13.5 billion. The agency makes an average of US$570 million available every year in terms of funding opportunities.

MCC profile and operations

MCC works towards achieving its mission by providing time-limited grants that promote economic growth, reduce poverty and strengthen local institutions. It forms strategic partnerships with developing countries that are committed to good governance, economic freedom, and investing in their citizens. At this point in time, MCC has active partnerships with 50 countries from five continents. The shape and the strength of the collaborations depend on the type of financial agreements that govern the partnership. To date, MCC has signed 38 compacts with 29 countries worth more than US$13.5 billion, benefitting almost 190 million people worldwide. The agency adheres to a set of corporate values (collaboration, learning, excellence, accountability and respect – CLEAR) that define how the organization and its employees behave in the pursuit of achieving the MCC’s global mission.

The types of the MCC’s financial agreements

  • Compacts – five-year agreements between the MCC and eligible countries to fund specific programs targeted at reducing poverty and stimulating economic growth
  • Threshold Programs – smaller grants that focus on policy and institutional reform in selected countries that come close to passing MCC’s eligibility criteria and show a firm commitment to improving their policy performance
  • Concurrent Compacts for Regional Investments – grants that promote cross-border economic integration, trade, and collaboration

Ways to Work with MCC

The Millennium Challenge Corporation is constantly looking for partners that will help to increase the scale, impact, and sustainability of MCC’s poverty-reducing programs. Interested parties can bid for projects initiated by the agency’s headquarters (MCC contracts) or by MCC’s partner countries. MCC contracts amount on average to US$70 million every year and involve headquarters operations, due diligence, and monitoring and evaluation activities. MCC’s partner countries’ contracts, on the other hand, can reach an average of US$500 million a year and relate to the implementation of MCC programs in partner countries. Moreover, the MCC partners with various stakeholders such as companies, financial institutions, foundations, or non-governmental organizations to increase the development impact.

Jackie Naranjo is a Supervisory Contracting Officer/Director for MCC’s Contracts and Grants Management Division. She joined MCC in 2015 and has 13 years of cradle-to-grave procurement experience, from market research and pre-award planning activities to source selection, contract administration, and closeout. Prior to joining MCC, Jackie worked at the Federal Aviation Administration, the U.S. Department of Transportation, the Peace Corps, and the Overseas Private Investment Corporation. Ms. Naranjo earned a Bachelor’s Degree in Marketing and International Business from Florida International University (FIU). In 2013, she completed her MBA at Georgetown University.

Mike McEntire serves as a Senior Director for the Millennium Challenge Corporation’s global Program Acquisition & Assistance Practice. Mike collaborates with the professional counterparts appointed by MCC’s partner countries in the development and implementation of program-related procurement and grant and contract management policy and procedures and in monitoring their implementation in MCC Compacts and Threshold Programs. Prior to joining MCC, Mike served for more than 23 years with the United States Air Force, the Department of Defense, and the North Atlantic Treaty Organization. A graduate of Mercer University, Mike earned an MBA from the University of Wyoming and an MA in International Relations from the University of Oklahoma.
