This year’s Fragile States Index covers a year in 2021, which had record economic growth and a reduction in poverty on the one hand, but also huge numbers of people killed by the Covid-19 pandemic, massive numbers displaced by violence, and a sharp increase in riots, protests, and coups. The last two years have challenged many assumptions about what it means to be fragile and what it means to be resilient. Countries that were thought to be strong proved weak. Problems that were thought to be simple proved complex. An erosion in public confidence in democratic institutions and an increase in social and political polarization in both rich and poor countries across the globe, has contributed to a rise in authoritarianism. This bodes ill for the ability of countries to be resilient and mitigate the next global shock.

The 17th annual Fragile States Index provides an overview of patterns and trends in security, economic, political, and social pressures which must be addressed to better prevent, prepare, manage and recover from crisis, even as international development efforts continue to reduce poverty and mortality rates around the world.
