The European Bank for Reconstruction and Development (EBRD) alongside the World Bank and the European Investment Bank and with funding from multiple bilateral donors, is launching a new Ukraine Project Preparation Framework in 2025.
To boost Ukraine’s ability to prepare and implement projects that would have the greatest impact on the reconstruction efforts, 125 key projects have been identified under the Framework. Most of the priority projects focus on roads, district heating, residential buildings, and social infrastructure.
The government of Ukraine will lead a Central Preparation Unit. Two Project Preparation Facilities have been approved under the Framework: the Ukraine PPF, to be administered by the Government of Ukraine with support from the World Bank, and Ukraine FIRST, to be administered by the EIB and EBRD.
This session will outline the structure of EBRD’s new Ukraine Project Preparation Facility, explain how EBRD oversees project preparation, and detail its strategy for engaging with the public sector. In addition, EBRD will discuss how they collaborate with private sector consultants in project preparation.
