CEB and Ukraine sign a €50 million loan agreement to provide housing for internally displaced persons

The Government of Ukraine and the Council of Europe Development Bank (CEB) have signed a €50 million loan agreement to provide housing for Internally Displaced Persons (IDPs). The agreement was signed by Deputy Prime Minister for Restoration – Minister for the Development of Communities and Territories of Ukraine, Oleksii Kuleba, and CEB Governor Carlo Monticelli.

The new project will provide more than 1,100 preferential mortgage loans for IDP families. The mortgage terms include a fixed 3% interest rate, a repayment period of up to 30 years, and application via the Diia portal. The program has already shown its attractiveness, with more than 35,000 families currently on the candidate list.

“This is an important stage in our partnership with the Council of Europe Development Bank. With these funds, we will be able to provide housing to even more families who lost their homes. Ukraine is committed to using every euro transparently, responsibly, and with clear results for people,” – said Oleksii Kuleba.

“This new agreement marks another significant milestone in the successful collaboration between the CEB and the Ukrainian authorities. Together, we are committed to providing access to housing for those displaced by the war, helping people access safe, stable homes as part of Ukraine’s broader recovery efforts,” said Governor Monticelli.

Future cooperation between the CEB and Ukraine will include a dedicated housing loan programme for various war-affected citizen groups, including war veterans. All initiatives are based on a strong partnership model between international institutions, government, and communities, with one common goal: a dignified life for every Ukrainian citizen.

This is the CEB’s second loan to support Ukraine’s housing sector. The first one, totaling €100 million, was signed in 2024 and provided compensation for destroyed residential properties through housing certificates. To date, under that scheme, over 7,600 Ukrainians have already received housing. The CEB will continue supporting the compensation mechanism through already approved additional financing of €100 million.

Since Ukraine’s accession to the Council of Europe Development Bank in June 2023, the CEB has approved a total of over €500 million in loans to support the country’s recovery and social development. These funds have been allocated across key sectors, including: healthcare, microfinance, housing, and support for Internally Displaced Persons (IDPs). These initiatives reflect the CEB’s commitment to supporting Ukraine’s reconstruction and the well-being of its citizens.
