EU launches comprehensive Ocean Pact strategy

The European Commission adopted the European Ocean Pact, a comprehensive strategy designed to protect ocean health, boost the blue economy, and support coastal communities across the EU. The Pact, endorsed on June 5, unifies all EU ocean policies under one framework, addressing major threats facing European waters and the millions of people who depend on them for their livelihoods. 

The strategy tackles ocean challenges through six key areas, from restoring marine habitats to enhancing maritime security. The Commission plans to help member states establish more marine protected areas while revising crucial directives on maritime strategy and spatial planning to better coordinate ocean management efforts. 

The Commission’s plans include new strategies, including new strategies for industrial shipping and port development to help fisheries, shipping companies, and renewable energy projects grow stronger. Officials will map out where they want fisheries and aquaculture to go by 2026, while also creating programs to get more young people interested in ocean-based careers. Coastal towns and island communities won’t be forgotten either—they’re getting their own support plans to help them adapt and prosper in changing times. 

The Pact emphasizes cutting-edge research through an ambitious EU Ocean Observation Initiative, backed by digital twin technology and artificial intelligence for maritime monitoring. On the international front, the Commission will combat illegal fishing through mandatory digital certification systems starting January 2026 and push for global marine protection agreements. 

Implementation begins with an Ocean Act by 2027, establishing a streamlined framework to achieve the Pact’s goals while reducing bureaucratic barriers. A high-level Ocean Board will guide progress, ensuring Europe maintains its leadership in ocean science and sustainable maritime development.
