EBRD and EU fund key highway extension in Montenegro

The European Bank for Reconstruction and Development (EBRD) and the European Union (EU) are funding Montenegro’s Bar-Boljare highway project, which will connect the Port of Bar to the Serbian border, according to the announcement. This phase covers about 22 kilometers between Matesevo and Andrijevica, crossing some of the country’s toughest terrain and linking the less developed north with the more active central and southern regions.

The EBRD will provide Montenegro with a sovereign loan of up to €200 million to help build this stretch of highway. The EU is also granting up to €150 million in funding, with €100 million already signed and the remaining €50 million expected by late 2025. Earlier, the EU contributed €4.7 million for feasibility and early design work through the Western Balkans Investment Framework.

The highway is a top priority for Montenegro and is part of the Trans-European Transport Networks (TEN-T). It aims to boost the economy, improve travel within Montenegro, and strengthen connections to Serbia and Central Europe. The new road is expected to attract investment, make travel easier, reduce regional differences, and improve road safety.

To date, the EBRD has invested more than €1 billion in over 100 projects in Montenegro, supporting infrastructure growth, private sector development, and regional integration.
