📅 6 – 17 October 2025
Warsaw, Poland
As the OSCE marks the 50th anniversary of the Helsinki Final Act, this year’s 10-day conference dedicated to the situation of human rights and fundamental freedoms across the OSCE area is of particular significance. Participants will discuss current developments and their consequences in the OSCE region, as well as the ongoing importance of the Helsinki principles and OSCE’s human dimension commitments for the region’s common security.
The conference will offer a platform to evaluate the implementation of commitments across the 57 OSCE participating States, and provide a forum to exchange views, share good practices, and raise issues for the attention of the international community.
Participants will have the opportunity to address the entirety of the OSCE human dimension commitments during plenary sessions and side events, covering democratic institutions, the rule of law, tolerance and non-discrimination, fundamental freedoms, and humanitarian issues.
Participants
The conference is open to representatives of OSCE participating States, Partners for Co-operation, OSCE institutions and other executive structures, representatives of inter-governmental organizations, civil society, and others with demonstrated relevant experience from the 57 participating States.
Side events
Participants may organize side events throughout the conference. Side events allow a focus on specific or pressing issues related to the OSCE’s human dimension commitments. The topics of side events should be aligned with the topics of the respective plenary session held on the same day.
The booking of side events for civil society organizations, National Human Rights Institutions, international organizations, and other external participants will open on Wednesday, 3 September, at 13:00 CET.
The registration closes on 15 September at 17.00 CET. The conference will be held in person only. Plenary sessions will be livestreamed. For questions about the conference, please contact warsawhdc@osce.org.
