The Council of Europe‘s expert group GREVIO praised France’s efforts to combat violence against women while calling for stronger measures against sexual violence in its first thematic report on the country’s implementation of the Istanbul Convention, according to a Council of Europe announcement.
The September 16 report highlights legislative developments including electronic tagging, immediate interim protection orders, dedicated healthcare facilities, and emergency financial assistance for women leaving violent partners. France also adopted a femicide protocol to help children who witness gender-based murders and increased funding for the 3919 helpline.
GREVIO commended France’s prevention efforts including a national taskforce for sports violence reports, awareness tools for sexual violence, improved sexuality education in schools, and professional training programs. The report welcomed new judicial units for family violence cases, liaison judge positions, and more social workers and psychologists in police stations. Victims can now have forensic evidence collected without pressing charges first, while digital reporting platforms have seen increased activity.
Despite progress, the expert group identified significant gaps in sexual violence responses. GREVIO called for enhanced police and judicial responses through better investigation methods and adopting a consent-based definition of sexual violence. The report emphasized ensuring all sexual violence victims have access to forensic examinations and psychological support from qualified professionals.
The experts urged stronger coordination and resources for anti-violence policies while recognizing multiple discrimination forms affecting migrant and refugee women. GREVIO stressed the need for systematic risk assessments, proper safety plans including protection orders, and measures preventing mandatory mediation in violence cases. Additional support should target women with disabilities and ensure specialist services in shelters for both victims and their children.
