The Heads of Multilateral Development Banks (MDBs) Group met today to review progress on joint actions and outline priority areas for future work, according to a press release. The meeting, chaired by the Council of Europe Development Bank, highlighted deepened collaboration throughout 2025 and reaffirmed the group’s commitment to working as a system for greater impact at scale.

The heads noted several areas of progress since their last meeting in Paris on 28 June 2025. A comprehensive joint report was presented to the G20 on implementing the G20 Roadmap towards Better, Bigger, and More Effective MDBs, documenting achievements in increasing lending capacity, leveraging private capital for development, strengthening operational collaboration, and measuring results. The newly constituted Global Risk and Finance Forum published the first MDB Comparison Report to enhance transparency and comparability of financial positions across institutions, while also engaging with credit rating agencies to improve understanding of MDBs’ distinctive financial models and risk frameworks.

The group released two new joint reports during the period. The first Joint Annual MDB Water Security Financing Report, unveiled at the Fourth International Conference on Financing for Development in Sevilla, highlights contributions and collaboration in this critical sector. A second report, Social Infrastructure in Focus: The Role of Multilateral Development Banks, illustrates how MDBs support investment in health, education, housing, and water, which play key roles in increasing productivity, creating jobs, and building resilient societies.

Ongoing work includes mobilizing additional private capital for development through the Global Emerging Markets Risk Database, coordinating on originate-to-share models, boosting financial innovations, scaling up flagship regional initiatives such as Mission 300, and supporting investments in social infrastructure. Heads agreed to continue reviewing joint deliverables and priorities, and confirmed that MDBs stand ready to support countries and clients at the upcoming COP30 in Belém, Brazil, in November 2025.

After the meeting, the heads held an exchange with Rafael Grossi, Director General of the International Atomic Energy Agency, on trends in civil nuclear energy. The role of chair will pass in December from the Council of Europe Development Bank to the Asian Development Bank, with the group thanking CEB’s Governor Carlo Monticelli for his leadership during his tenure.
