EIB becomes biggest financier of new Polish offshore wind farm

The European Investment Bank (EIB) is putting €600 million into BC-Wind, a 390 MW offshore wind farm in the Baltic Sea that will supply nearly half a million Polish households and businesses with clean electricity, the EIB announced. Developed by Ocean Winds, a joint venture between ENGIE and EDPR, the wind farm will sit over 20 kilometers off Poland’s western coast and is expected to start producing power in 2028. The EIB is now the largest lender to the project, marking the fourth major offshore wind initiative the bank has backed in Poland and the third signed this year alone.

EIB Vice-President Teresa Czerwińska said the loan reflects the bank’s commitment to supporting climate action, economic competitiveness, and Europe’s strategic sovereignty. “As the climate bank of the European Union, the EIB is a trusted partner of ambitious energy transition in Poland from renewable sources to grid modernization to energy efficiency and affordability,” Czerwińska noted. She added that BC-Wind will help cut Poland’s carbon emissions and ensure energy security for people and businesses as the country’s offshore wind industry grows rapidly.

BC-Wind will consist of 26 bottom-fixed turbines, each with a maximum capacity of 15 MW. Ocean Winds has secured all required permits and a 25-year contract for difference to underpin future sales. On December 1, the company announced closing an approximately €2 billion financing agreement with 15 lenders, meaning construction can start in 2026. Bautista Rodriguez, Chief Operating Officer at Ocean Winds, called offshore wind energy a key driver of Poland’s energy transition and a real opportunity for economic development. “At Ocean Winds, we are convinced that Poland has the potential to become a regional leader in offshore wind, both in terms of clean energy production and industrial capability,” Rodriguez said.

The EIB, ENGIE, and EDPR are regular collaborators, and the EU’s development bank previously supported an Ocean Winds pilot floating offshore project in France. Financing for BC-Wind is backed by the European Union’s InvestEU guarantees and the RePowerEU plan to reduce the bloc’s dependence on fossil fuel imports by accelerating the green transition. EIB support comes under TechEU, a flagship program for reinforcing Europe’s technological leadership, including in the energy sector.

The EIB has become a major financier of Poland’s offshore wind industry, providing strategic capital to the young sector and helping generate strong market interest. In 2025, the bank extended leading support to Bałtyk 2 and Bałtyk 3 sister wind farms with a combined capacity of 1.44 GW, as well as the 1.5 GW Baltica 2, the EU’s largest offshore wind park to date. In total, the bank invested €1.7 billion in offshore wind energy in Poland this year. In 2023, the EIB also financed Poland’s first such project.
