EBRD boosts Moldova support with €508 million invested in 2025

The European Bank for Reconstruction and Development (EBRD) nearly doubled its investments in Moldova in 2025, committing €508 million across 19 projects, the Bank announced. The amount marks one of the highest annual totals in the country’s history and reflects the growing partnership between Moldova and the EBRD amid its ongoing EU accession efforts.

“2025 was a landmark year for our work in Moldova,” said Giuseppe Grimaldi, the EBRD’s Head of Office in Chisinau. “These results show our commitment to helping Moldova build a more resilient, competitive, and sustainable economy.”

Since Russia’s invasion of Ukraine, the Bank’s investments in Moldova have accelerated sharply—more than half of its total €3 billion invested since 1992 has come in just the past four years.

The EBRD’s support focuses on three key areas: energy security, infrastructure, and private sector growth. In 2025, the Bank expanded funding for Moldova’s energy security programme, helping diversify the country’s gas and electricity supply away from Russia. It also financed major road and transport upgrades, improving connectivity with Romania, Ukraine, and the EU’s Solidarity Lanes. Additionally, new credit lines for local banks strengthened access to finance for farmers and small businesses, which make up the backbone of Moldova’s economy.

About 67% of the EBRD’s portfolio in Moldova now supports sustainable infrastructure, 21% the corporate sector, and 12% financial institutions. Beyond financing, the Bank is working with the government to align reforms with EU standards—supporting energy efficiency in Chisinau and Balti, preparing Moldova’s first renewable energy auction, and improving governance in public utilities.

Since 2022, the EBRD has provided €1.6 billion in assistance to help Moldova absorb the economic shocks of the war in Ukraine, secure its energy supply, and modernize its infrastructure. Across all regions where it operates, the Bank recorded a record €16.8 billion in investments in 2025, including €2.9 billion in Ukraine—the largest in its history.
