The European Bank for Reconstruction and Development (EBRD) has signed a €22.5 million loan with Albania’s state-owned electricity distributor OSHEE to build a new underground substation in central Tirana, as reported in an EBRD news statement. The investment replaces €14.5 million from an earlier facility and adds €8 million to strengthen network reliability, cut technical losses, and support the capital’s fast-growing energy demand. The project directly supports Tirana’s Green City Action Plan, which commits the city to modern, sustainable electricity infrastructure.

EBRD Head of Resident Office in Tirana Ekaterina Solovova said the investment reinforces the power distribution system at a time of increasing demand and urban expansion, helping Albania advance energy security and green urban development simultaneously. Tirana was among the first three cities to join the EBRD’s Green Cities programme in 2016, which helps cities tackle climate and environmental challenges through targeted investment and policy support. The underground 110/20 kV substation will bring greater resilience to a network under pressure from rapid urbanization.

The EBRD has been active in Albania since 1991, committing more than €2.4 billion across 180 projects in energy, infrastructure, finance, and the private sector. This latest loan builds on that track record, supporting Albania’s broader energy transition while delivering more reliable electricity to residents and businesses in the capital.
