The European Bank for Reconstruction and Development (EBRD) is providing a sovereign loan of up to €30 million to Montenegro to support the development and installation of intelligent transport systems (ITS) across the country’s road network, according to a press release issued on 9 July 2026. The Ministry of Finance will receive the loan, while the Ministry of Transport will act as the client and implementing entity, supported by state-owned motorway operator Monteput and the Transport Administration. The financing will help the country modernize its transport infrastructure and align with European Union (EU) standards. It will enhance road safety, traffic management, and access to real-time information. The initiative also supports Montenegro’s digital transition and strengthens the cybersecurity and climate resilience of its infrastructure.
The project is aligned with the EBRD’s strategy for Montenegro and supports the country’s efforts to strengthen connectivity, promote digitalization, and improve road safety standards in line with the EU acquis. The EBRD is a leading institutional investor in Montenegro, having invested €1.1 billion across 114 projects to date. This engagement has supported the country’s sustainable development, infrastructure, private-sector growth, and regional integration. The new loan builds on this record of cooperation. It reinforces the EBRD’s role as a key partner in Montenegro’s modernization efforts.
The financing will enable the deployment of advanced digital systems designed to improve traffic monitoring, management, and safety. It will support the installation of a wide range of ITS components, including traffic data collection systems and road meteorological monitoring. Additional elements include traffic and tunnel control systems, road user information platforms, and a national traffic management centre. These upgrades will allow authorities and road users to access real-time information. They will also improve emergency response and help ensure a safer, more efficient road network.
By helping create a more modern, better-connected road system across Montenegro, the initiative will make it easier for different parts of the transport network to share information and work together. It will also make the system more secure and resilient by strengthening cybersecurity and bringing it into line with international standards. The project will contribute to climate resilience by enabling early-warning systems. It will improve responses to extreme weather events affecting road infrastructure. These measures will support the long-term reliability of the network.
The EBRD investment underscores Montenegro’s push to modernize its transport network and adopt EU-aligned standards. It combines road safety improvements with digital transformation and climate resilience objectives. The project is expected to deliver tangible benefits for authorities, operators, and everyday road users. It also strengthens the country’s regional integration and connectivity ambitions. With this loan, the EBRD continues to expand its footprint in Montenegro’s infrastructure sector.
