The United Nations Industrial Development Organization (UNIDO), the Government of Japan and the Government of Ukraine convened the second Tripartite Industrial Policy Dialogue on 9 July 2026, held online to advance cooperation on industrial policy development and implementation, according to a press release by UNIDO. The meeting gathered representatives from UNIDO, Japan’s Ministry of Economy, Trade and Industry (METI) and Ukraine’s Ministry of Economy, Environment and Agriculture. Discussions centered on coordinating strategic priorities, identifying synergies and addressing challenges linked to Ukraine’s recovery. Participants exchanged updates on ongoing projects and policy measures. The session reinforced the tripartite commitment to Ukraine’s industrial reconstruction.
The Tripartite Industrial Policy Dialogue was launched in Tokyo in August 2025. It was designed to foster ongoing exchange on industrial policy development and implementation. Its shared commitment focuses on supporting Ukraine’s economic and industrial recovery. UNIDO is implementing a green industrial recovery programme for Ukraine 2024–2028 in response to the ongoing conflict. The initiative aligns with broader efforts to attract private investors and business partners.
Talks addressed progress under the UNIDO “Green industrial recovery project for Ukraine through technology transfer from and co-creation of new businesses with Japan’s private industries,” funded by METI. Preparations are advancing for the next phase of pilot technology demonstrations. A total of 47 companies are expected to complete their feasibility studies by the end of this year. Selected companies will move to the next stage based on those outcomes. Participants also highlighted the importance of policy coordination, business promotion, investor outreach and stronger local cooperation.
“This dialogue is very important for coordinating our efforts, aligning strategic priorities, identifying synergies and opportunities for enhanced collaboration, discussing challenges and potential measures to address them, and exchanging updates on the latest projects and policies supporting Ukraine’s recovery and reconstruction,” said Yuko Yasunaga, Deputy to the Director General and the Managing Director of the Directorate of Corporate Services and Operations at UNIDO.
Vitalii Kindrativ, Deputy Minister of Economy, Environment and Agriculture of Ukraine, described the dialogue as a practical instrument delivering concrete solutions such as technology transfer, pilot projects and new production partnerships. Koichi Chiyo, Deputy Director-General for Trade Policy, Trade Policy Bureau, METI, outlined progress on the Japan-Ukraine Action Plan, the Memorandum of Cooperation for Japan-Ukraine Digital Tech Cooperation Initiative, the Poland and Japan Public-Private Forum for the Reconstruction of Ukraine, and budgetary support for Ukraine’s reconstruction. Dariia Honcharenko of Ukraine’s Ministry of Economy, Environment and Agriculture provided an update on Ukraine’s industrial strategy. She noted that cooperation extends beyond discussion into practical policy measures and business partnerships.
Participants stressed the need for continued policy coordination with ministries and institutions responsible for related laws and regulations. They also emphasized close cooperation in designing measures to promote new businesses developed under the project. To address practical matters, including finance-related issues to attract more investors and partners, participants agreed to establish a working group. The exchange of insights, experience and knowledge is expected to further improve Ukraine’s business environment. The tripartite partners reaffirmed their shared commitment to Ukraine’s industrial recovery and reconstruction.
