The Agence Française de Développement (AFD) has published a feature report exploring how artificial intelligence (AI) is being shaped beyond the world’s leading technology powers, with international governance, investment in innovation ecosystems, and African-led innovation redefining the landscape, according to a press release published on July 21, 2026. The report argues that countries across the Global South are set to become full participants in the AI revolution. It brings together three analytical pieces covering governance, equitable technological development, and Africa’s transformation through AI. The feature was released as AFD takes part in the AI for Good Summit. It positions the Global South as an active contributor rather than a passive recipient in shaping AI’s future.
The first strand of the report focuses on AI governance and defining an alternative path for countries in the Global South. AFD supports two recent studies that outline ways to build a model of AI governance fully inclusive of these countries, particularly in Africa. The discussion coincides with AFD’s participation in the AI for Good Summit. The studies aim to broaden the geographic representation of voices shaping international AI rules. They provide a framework for policy engagement led from outside the traditional technology centers.
The second strand addresses equitable technological development in the age of AI and data. To help guide both public and private investors, AFD has developed the AI Investment Potential Index (AIIPI). The index measures countries’ potential to attract investment in AI. It is designed as a decision-making tool for those funding AI ecosystems in emerging markets.
The third strand highlights AI as a driving force for change in Africa. According to the report, AI is doing more than reshaping technology, as it is already transforming Africa’s future. From health and education to agriculture, AI is emerging as a powerful tool to address some of the continent’s most pressing social, economic, and environmental challenges. The report describes this “unprecedented potential” as one that “could prove to be a game changer.” The framing places African innovation at the center of the continent’s development trajectory.
Taken together, the three components of the feature outline how governance, investment, and transformation intersect in shaping AI’s trajectory in the Global South.
