IDB approves $500 million to modernize Argentina's energy subsidy system

The Board of Executive Directors of the Inter-American Development Bank (IDB) has approved a $500 million operation to support the implementation of Argentina’s new Targeted Energy Subsidies System (SEF). The initiative aims to protect access to energy for vulnerable households while strengthening the sustainability of the country’s energy subsidy scheme, according to a press release issued in Washington on August 06, 2026. The financing marks a step toward a more targeted and fiscally sustainable subsidy framework in Argentina.
The operation is designed to support Argentina’s transition toward a subsidy system that is more targeted, efficient, and fiscally sustainable. It will finance subsidies for natural gas consumption delivered through the gas distribution network, as well as bottled gas (LPG) for eligible households. In parallel, the program addresses the institutional foundations required to run the new scheme. The scope combines direct household support with systemic reform.
The IDB-supported program will directly benefit approximately 1.2 million households receiving support for natural gas network consumption. It will also reach 3.5 million bottled gas users across the country. These figures reflect the scale of the population expected to receive assistance under the new SEF. Coverage extends to both piped and bottled fuel users, addressing different consumption profiles.
Beyond household-level support, the operation will strengthen the technical and institutional capacities of the Secretariat of Energy and the National Gas and Electricity Regulatory Authority. This will be achieved through the development of information systems, analytical tools, and improvements to targeting and monitoring mechanisms. These measures are intended to contribute to more efficient and transparent program management. The approach links financial support to institutional modernization.
The IDB loan carries a repayment term of 25 years, a 5.5-year grace period, and an interest rate based on SOFR.
