AFD is a bilateral development finance institution established in 1941 that works on behalf of the French government. The bank commits financing and technical assistance to projects that genuinely improve everyday life, both in developing and emerging countries and in the French overseas provinces. Since 30 June 2017 AFD was granted the status of a financing company by the European Central Bank.
In 2016, France’s Interministerial Committee for International Cooperation and Development (CICID) expanded AFD’s geographical and sectoral mandate. Meanwhile, the National Assembly has increased its resources. In consequence, AFD reached a new level in 2016, committing more than 9 billion euros to more than 600 development projects. Through a network of 85 field offices, AFD currently finances, monitors, and assists more than 2,500 development projects in 108 countries.
In keeping with the United Nations Sustainable Development Goals, AFD works in many sectors — energy, healthcare, biodiversity, water, digital technology, professional training, among others. With €24 billion committed since 2005, the AFD Group is one of the main international donors seeking to reconcile climate and development.
50% of the amounts AFD commits to foreign countries go to Africa, which is the priority target of French official development assistance. 50% of commitments are made in countries belonging to the International Organisation of La Francophonie (OIF).
AFD Group comprises a subsidiary – Proparco – focused on private sector development. Proparco provides funding and support to both businesses and financial institutions across Africa, Asia, Latin America and the Middle-East. It seeks to partner projects in key development sectors – infrastructure (with a specific focus on renewable energies), agribusiness, financial institutions, healthcare, and education, etc. – and to boost the contribution of the private sector to achieve the sustainable development goals.
