Ten years after the EU’s first landmark report on climate change and security, the EU High Representative for Foreign Affairs and Security Policy, Federica Mogherini, will host the high-level event Climate, Security, and Peace: The Time for Action on 22 June in Brussels.
The high-level event will bring together ministers, leading international figures, parliamentarians, think tanks and civil society to highlight the ongoing and new threats posed by climate change, consider the progress made in making essential policy and operational linkages between climate and security and look at options to drive forward action.
The event is inspired by the EU Global Strategy’s integrated approach to risk and security and our commitment to redouble efforts to monitor and act upon the root causes of conflict. It builds on Council Conclusions of 26 February 2018 to ‘underline the growing importance of addressing the destabilising effects and risks of climate change and reconfirm the EU’s and its partners’ commitment to swift and ambitious action’. In addition, it also complements the ongoing work on the subject of climate and security by the G7 Working Group on Climate and Fragility, the Planetary Security Initiative and the United Nations. The event is financed under the European Union’s Partnership Instrument, which aims to advance the Union’s key interests and tackle global challenges, such as climate change.
The high-level event will be opened by the HR/VP Mogherini, followed by two thematic rounds of interactive discussion between ministerial/ high-level speakers around the following two themes:
- Indispensable multilateralism: a shared responsibility to prepare
This theme looks at the shared responsibility to address climate risks nationally and globally under the principles of renewed and strengthened multilateralism. It examines different types of challenges to address the causes and manifestations of climate security risks in different parts of the world.
- Treating causes and symptoms together: integrating action on climate, security, and development
This theme looks at climate, security, and development as the three sides of a gender smart policy triangle. Underling the importance of integrated action, it examines available options at different levels to tackle climate security risks from both the perspectives of climate action and from the perspective of conflict prevention.
The event will be covered on social media by the EEAS with the hashtags #united4climate and #climadiplo.
