A Council of Europe delegation will take part in discussions to be held at the Internet Governance Forum (IGF) at UNESCO headquarters in Paris from 12 to 14 November, under the heading of “Internet of Trust”.
Throughout the Forum, which will bring together representatives of governments, international organizations, businesses, civil society, academia and the technological sector, the Council of Europe will contribute to the debates on defending human rights and democracy online. The topics to be discussed will include disinformation, artificial intelligence, children’s rights, data protection, the right to privacy and hate speech.
On Monday 12 November, the Council of Europe and the European Broadcasting Union (EBU) will hold a forum exploring remedies through which governments, internet intermediaries, the media and civil society can address information disorder (9-10 am, Room XII). Discussions will build on the Council of Europe report “Information Disorder: Toward an interdisciplinary framework for research and policy making”.
On Tuesday 13 November, the Council of Europe will co-organise a workshop on artificial intelligence, its advantages (e.g. for solving the problems related to hate speech and extremist discourse, copyright infringement and disinformation online) and its impact on human rights (9-10.30 am, Room VII), an informal meeting on the rights of the child in the digital era (2-3.00 pm, Council of Europe stand in the IGF village), and a discussion on the updated Council of Europe Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (3-3.20 pm). It will also take part in a forum on measuring a free, open, rights-based and inclusive Internet (4.10-5.10 pm, Room X), and in a workshop on “Information Disorders: Towards Digital Citizenship” (4.40–6.10 pm, Room XII).
Finally, on Wednesday 14 November, it will hold discussions on hate speech and self-regulation (9–10 am, Room VII) and participate in a workshop on artificial intelligence for human rights and sustainable development goals to present its work on AI (11.20 am–12.50 pm, Room IV).
