Country Partnership Strategies are the Asian Development Bank’s primary platform for designing operations to deliver development results at the country level. To ensure early engagement with the procurement process, organizations can consult the Country Operations Business Plans which describe the alignment of the business plan with the country partnership strategy, including grants and projects in the pipeline. For those interested in working with ADB, here are some insights from the bank’s current project pipeline.

Funding by sector

For the years 2019-2021, the Asian Development Bank will providе the largest share of financing to the transport sector, with almost 21 billion USD set aside for development projects. This is followed by the energy sector with a planned investment of 13 billion USD. Projects in water and other urban infrastructure and services sector are due to receive just over 9 billion USD, while for those in the agriculture, natural resources and rural development sector ADB has reserved 7 billion USD.

Funding by country

With regard to the distribution of funding by country in the terms of the largest financing, for the next three years ADB’s priority regions, in terms of greatest financing, are South and Southeast Asia, more specifically, – India, Pakistan, the Philippines and Indonesia.

India

With lending of 10 billion USD in support of the country’s transformation toward upper-middle-income status, India’s 2019–2022 Country Operations Business Plan focuses on boosting competitiveness to create more and better jobs, providing inclusive access to infrastructure networks and services, and addressing climate change and increasing climate resilience. Therefore, for the transport sector, India will be able to access almost 5 billion USD for projects aimed at providing better connectivity in rural and urban areas, ensuring an environmentally sustainable transport system, and contributing to job creation and improving income-earning opportunities. The water and urban infrastructure sector in India is also due to receive almost 3 billion USD for improving the supply of drinking water, sanitation and waste management services.

Pakistan

Pakistan follows with 7.5 billion USD available for project loans, results-based lending and policy-based loans for policy reforms. Additionally, ADB seeks opportunities for co-financing and mobilizing private financing for public-private partnership (PPP) projects. The pipeline includes project readiness financing, ADB’s new financing modality intended to efficiently design and deliver projects. The greatest share of lending, just over 2 billion USD, will go to the energy sector to increase reliable and affordable energy services through the development of domestic energy resources (hydropower, renewable energy, coal and gas) and transmission and distribution networks.

Philippines

The Philippines, due to receive 7 billion USD from ADB, is among the fastest-growing economies in Southeast Asia, with upgrades to sovereign investment ratings confirming improvements in the country’s macro–economic fundamentals. The government has defined its development objectives as driving rapid but inclusive economic growth, accelerating employment on a massive scale and reducing poverty. The country’s main sector of interest for investment for 2019-2022 is the transport sector, with almost 4 billion USD planned for the promotion of effective integration of rural areas to growth centers and the implementation of a strategic infrastructure.

Indonesia

The ADB has adapted its support for Indonesia to reflect the complex development needs of a rapidly evolving middle-income country. With Indonesia having built much stronger systems and capacity, ADB now provides results-based forms of financing, enabling the country to use its internal systems and principle-based approaches.

Therefore, in support of Indonesia’s government ambitious development agenda, ADB’s COBP 2019–2021 includes increased financial assistance in the CPS core sectors. Among these, the ADB has set aside 3 billion USD for the energy sector to achieve sustainable energy access for all Indonesians. Overall, ADB financing available for Indonesia amounts to almost 7 billion USD.
