Virtual | Impacts and Challenges of the COVID-19 Pandemic Crisis in Latin America and the Caribbean

UNESCO is organizing an Online High-Level Dialogue to discuss the impacts and challenges of the COVID-19 pandemic in Latin America and the Caribbean. The biggest challenge is the future. UNESCO considers it essential to contribute to reflections on POST-PANDEMIC CHALLENGES AND ALTERNATIVES.

The world is experiencing health, human, and economic crisis that is unprecedented and that is continually evolving. In the face of the COVID-19 pandemic, economies are closing and becoming paralysed and societies are entering into more or less severe lockdowns. While it is not known how long the crisis will last or what form the recovery might take, the faster and stronger the response, the less the negative effects will be.

Policy measures to address the crisis are constantly changing. Beyond any predictive model, the action of governments is being carried out, taking into account the progression and complexity of this crisis. In some cases, the health crisis is acquiring elements of a political crisis. Moreover, the lack of protection for the poorest sectors, and the difficulties they face in obtaining essential basic goods, are already leading to social upheavals.

Under these conditions, Governments, international cooperation organizations and civil society are acting to address urgent issues arising from the pandemic. In the face of a highly complex global situation, new reflections are emerging in each of the areas discussed above. Comprehensive questions are being raised about how to address “normality”, as the world we knew before the pandemic is being shaped anew by the effects of this crisis.
