Description:
Technical input to the GIZ project ‘Sustainable Municipal Services’ (SMS) in Kosovo: support the Ministry of Environment on the issue of Extended Producer Responsibility (EPR) in Kosovo.

The objective of the overall project is to enhance the capacities of Kosovar municipalities, Government and the private sector to introduce circular economy approaches in the waste sector with the inclusion of marginalized groups. To achieve this, the project is working on 3 intervention levels. On the national level the main focus is on the improvement of the legal framework for the reduction, re-usage and recycling of waste. Other fields of activity cover the country-wide expansion of controlled waste disposal, increasing the incomes of marginalized groups by means of integrating them in the recycling chain, and the qualification of national experts. The objective of this assignment is to provide expert input in the development of a framework for a DRS for beverage containers in Kosovo.

Phase 1:
Phase 1 of the project will include among other tasks the compilation of the necessary analytical background (market overview, impact analysis, pre-design study), in order to provide a knowledge base for decision makers.
Phase 2:
Based on this, a decision will be taken by the Kosovar partners, whether to implement the proposed system. In the event of a positive decision, a second phase of the commission will focus on the drafting of the necessary regulatory framework and the institutional set-up.
