Detailed Narrative Description of the Project
Government of Madhya Pradesh (GoMP) and DFID have agreed for second phase of MPUSP, which will build on the success of MPUSP. The MPUP phase II program is a three year program (2012-2015).
The objective of the assignment is to provide technical assistance support (TAS) to Municipal Support Unit set up under Urban Administration and Development Department (UADD) and support it to implement MPUSP Phase II especially towards achieving the indicators of MPUSP phase II covering the major aspects: a) Sustained and equitable access to basic services and infrastructure (waste and sanitation) and reduced disease burden on children in Urban areas in the state; b) Efficiency in ULB’s resource towards providing improved equitable and sustainable basic services, especially to women; c) Better facilitation and operationalization of private sector investment in urban basic services d) Improved transparency and accountability of ULB functioning especially for women; d) Greater financial security from land for poor people; e) Clean and more efficient urban basic services provision.
TAS role will also include support for roll-over work of the first phase of the program.

Description of Actual Services Provided by your Firm
- Empowering women and girls: Working with women’s collectives for potential livelihood activities towards enhanced economic independence and building forums to address Violence against Women (VAW).
- Engaging men and boys in selected slums and training /advocating for changing social norms on gender, masculinity and VAW.
- Creating an enabling environment and building institutional capacity- Appointment of community development agency; develop learning material, training modules on gender, VAW and community action and responsible for capacity building for institutional strengthening; undertake women safety audits in respective cities.
- Strengthening linkages with service providers to address VAW.
- Supporting MSU in overall program management including general management, quality assurance, resource planning and internal monitoring and reporting.
- Develop communication strategy and support planning, managing communication initiatives etc.
- Provide inputs into preparation of guidelines on property rights for urban poor. 
- Operational support to MPUIF and Policy & institutional support to UADD.
- Implementation of ISIP in 5 MCs under Service Level Benchmarking while providing technical assistance in implementing PIPs.
- Appraising and Supporting Projects under MPUIF which includes developing technical criteria for rapid shortlisting and supporting DPRs on priority UIDSSMT projects that may require viability gap funding
- Providing technical support in establishing Water and Sanitation Utility boards.
- Assist ULBS in preparation and implementation of RAY initiatives.
- Assist ULBS in implementation of service level benchmarking (select O&M improvements in areas such as water pumping and distribution).
- To assist ULBS in preparation of DPR’s and QA under CM Clean drinking water schemes and sanitation schemes.
- Inputs on renewable energy initiatives at slum or town level (eg. solar powered drinking water units etc.)

Achievements (till May 2014)
Output 1: MPUIF/PPP
- Has succeeded in obtaining approval from Chief Secretary for the institutional structure and newly proposed Government Company – MP Urban Development Company.
- Undertaking pre-feasibility on priority projects
- PPP Workshop in April’14
- Accounts and Finance Rules for Municipal Corporations have also been prepared and circulated to UADD for comments.
Output 2: Reforms (Finance, E Governance)
- Common Accounts and Finance Rules for MCs drafted to facilitate migration to accrual based DEAS
- Accounts and Finance Rules for MCs prepared and circulated
- Hands on support to MCs in preparing Bank reconciliations using software
- Accounts and Finance Rules for Municipal Corporations have also been prepared and circulated to UADD for comments
- ABPAS has been awarded as the Best E Governance award in the country, by Govt. of India.
- Procurement for E- Nagar Palika in progress
- Procurement for GIS based Property Tax Information Management System (GIS- PTMIS) in progress.

Safe Cities Initiative
Procurement of Community Support Agency:

  • RFP for Community Support Agency for Safe City initiative sent by MSU to the cities for contracting, MIC approvals obtained from Mayor in Councils (MIC) for contracting agencies 
  • Contract for Community Support agency has been signed in 2 cities – Bhopal and Jabalpur 
  • Contract of Community Support Agency approved by MIC in Indore- Work Order to be issued after Election Code of Conduct 
  • Evaluations of Community Support Agency in Gwalior completed- MIC approval awaited

- Supporting baseline Surveys for Evidence Building

  • Rapid Assessment report, data shared with SDD 
  • Support provided to field team in data collection during Dec’13 to Feb’14

- Capacity Building:

  • 4 days TOT for 19 master trainers on Financial Literacy organized in Nov’14 
  • Financial literacy training of SHGs in12 weekly sessions covering 168 slums and 336 SHGs initiated 
  • 204 field level sessions conducted in 46 slums on financial literacy (in-house by city cluster teams) 
  • Programme Modules prepared for three arms interventions (SHG , SHG+VAW, Men):
    - Financial Literacy of SHGs
    - VAW and Support services for training of animators and community women
    - Youth ambassadors on life skills, issues of masculinity etc.

- Development of Proposals for TA funding Support:

  • Study of Alcohol Situation prepared for TA support 
  • Urban Transport and Women Safety prepared for TA support 
  • Inputs to SMART city TOR 
  • TOT on VAW or project Implementers 
  • Livelihood cluster strategy (LCS) development in Indore and Jabalpur 
  • Piloting livelihood cluster through Commonwealth Local Governance Fund (CLGF)

- Livelihood Support to MPRAF (Madhya Pradesh Rajya Ajeevika Forum):

  • Support to procurement of implementing agencies 
  • Development of Training module for SHGs 
  • Monitoring of SHG trainings (Bhopal, Burhanpur, Indore, Jabalpur, Khandwa, Ujjain & Ratlam)

- Livelihood Support to NULM:

  • Development of RFP for engaging agency for skill training

  • First draft of policy for securing tenure to fixed assets (land and building) prepared and under finalization 
  • Drafting Unified Municipal Law in progress 
  • Review of Urban Metropolitan Transport Authority ongoing

- Output 4- Energy

  • Energy audit of street lighting infrastructure 
  • Work initiated on energy efficiency for
    - bulk water pumping under HT connections in 4 cities
    - Demonstration project for implementing energy efficiency in government buildings
  • A 3-day exposure visit to Thane, Pune and Pimpri-Chinchwad cities to oversee few of the successfully implemented energy efficiency projects was organized with the help of YASHADA.
  • Training of Engineers on design and implementation of energy efficiency projects
