Situation
The rise of violent extremist groups in Africa’s Sahel region has created a global and local threat to peace, human rights, and security. New approaches are needed to counter violent extremism that include enhanced cross-border collaboration, capacity building for local security forces, and providing positive alternatives to those most at-risk of radicalization.

Approach
Dexis is working with the U.S. Department of State Bureau of Political Military Affairs and the Bureau of African Affairs to provide M&E support to the Trans-Sahara Counterterrorism Partnership (TSCTP) and the Partnership for Regional East Africa Counterterrorism (PREACT) Peacekeeping Operations (PKO) activities.
TSCTP and PREACT build capacity and long-term resilience of governments and communities in Africa to contain, degrade, and ultimately defeat the threat posed by al-Qa’ida and other violent extremist groups in the Trans-Sahara and East Africa regions. Dexis works closely with the Defense Security Cooperation Agency and U.S. Africa Command to oversee the implementation of project activities and carry out monitoring and evaluation.

Activities

The Dexis team has created a monitoring and evaluation program for TSCTP and PREACT activities to assess the results of the programs and aggregate program impact on the ground. The evaluation results and findings will be used by the State Department’s bureaus to inform future strategies.

Dexis and its partner Mobomo, LLC are developing an inter-agency management system portal to collect, store, and analyze program data. This secure platform:

Allows information to be stored and easily searched.
Standardizes the format in which information is received and stored, allowing for real-time edits by stakeholders in different parts of the world.
Facilitates enhanced program coordination, events, and assessments through easy access to information.
Allows membership from non-U.S. government participants through a tiered access system.
