Project Title: Hay Tao (Enhanced Enabling Conditions for Biodiversity Conservation) Program
Contract Description:
USAID/Madagascar has designed CCP to respond to a theory of change that combines management, livelihood, and governance interventions in pursuit of the following principal objectives: (1) targeted ecosystems are more sustainably managed
through improved Community-Based Natural Resource Management (CBNRM) and community engagement in protected area management; (2) human wellbeing is improved near selected areas of High Biodiversity Value through economic development and social support programs that help protect biodiversity; and (3) decentralized natural resource governance is enhanced through more effective environmental policy, tenure security, and civil society engagement. In addition, the following cross-cutting objectives will be incorporated under all of the above objectives in order to achieve more effectiveand lasting results: (1) improved climate resilience measures; (2) gender and youth inclusion and empowerment; and (3) application of science and technology innovations.
In the achievement of this objective, Hay Tao will support the following Intermediate Results (IRs) as activity objectives:
IR1: Targeted ecosystems sustainably managed through improved community-based natural resource management and better protected area management
1.1: Management of targeted protected areas enhanced through effective engagement of neighboring communities, government, and non-governmental partners
1.2: Community-based natural resource management improved in targeted ecosystems of High Biodiversity Value
1.3: Innovative financing mechanisms leveraged for improved management of biodiversity in targeted areas
IR2. Human wellbeing improved near selected areas of High Biodiversity Value through economic development and social support programs that help protect biodiversity
2.1 Community-based, market-driven livelihood and conservation activities expanded
2.2 Leveraging of USAID or other development programs increased for food security and health benefits to targeted communities near areas of High Biodiversity Value
IR3. Decentralized natural resource governance enhanced through more effective environmental policy, tenure security, and civil society engagement
3.1 Decentralized landscape/seascape management and natural resource tenure regimes strengthened
3.2 Civil society capacity improved in support of effective advocacy on decentralized natural resource governance and protection of natural resource tenure rights
