This study focusses on the analysis of an emerging market which is still evolving and is likely to grow fast in the next 3 years - with new actors coming in from other sectors or arising (start-ups) and new business models developing. The results of this study will feed into the annual reviews of the Digital Agenda Scoreboard providing valuable data and information for the 3 years covered by the project.
“Data is the new oil” has become a common expression for decision-makers and has been mentioned in several occasions by Vice-President Neelie Kroes. A Google search turns up more than one billion results – but what is the data economy? How much is it worth? What are its key components? And how is Europe positioned? The study consolidates different research streams, policy domains and stakeholder communities to answer these questions through the development of quantitative indicators for each of the 28 EU countries and compare them with other world countries. As a main goal it is sought to define, assess and measure the European data economy in order to support the achievement of the Data Value Chain policy of the European Commission, which aims at developing a vibrant and innovative data ecosystem of stakeholders driving the growth of this innovative market in Europe.
