Contract description: A Technical Support Function team/Private Sector Development (PSD) Light Structure (TSF) will be set up in Brussels in order to provide to the ACP and the EU, in particular the ACP Secretariat and whereas available any joint PSD coordination mechanisms, the necessary technical and administrative resources for dealing with the significant thematic, geographic and operational knowledge management challenges regarding activities in relation to the joint ACP-EU cooperation framework for PSD support in ACP countries. The TSF will be composed of full time key experts and additional non-key short term assistance (ASTA) recruited on an ad-hoc basis for technical assignments in relation to the specific needs of the TSF. The support provided by the TSF will particularly include - supporting the implementation of the above joint PSD cooperation framework (and its related programmes), including monitoring and evaluation - enhancing PSD management functions, promoting ACP-EU PSD best practices and knowledge management and reinforcing an effective private sector engagement framework with learning, dialogue and collaboration between key stakeholders - assist the ACP-EU Private Sector Strategic Platform - assist the ACP Secretariat in mobilising short-term assistance, especially for institutional capacity building in the ACP Regions in close consultation with beneficiary Regions, particularly the regional economic communities as well as the existing PSD Regional Focal Points, and the EU Delegations
