Project title: Judicial Reform & Government Accountability (JRGA)

Contract description:

Objective: The objective of this project is to strengthen the rule of law, independence of judiciary and the administration of justice in Serbia; to increase public awareness of reforms in the judicial sector; and to strengthen the ability of the Serbian government, Independent Agencies, and civil society to detect and prevent corruption.

Statement of Work: The overall objective of the Judicial Reform and Governance Accountability Project is to implement activities and tasks that improve the efficiency and independence of Serbian courts and Independent Agencies, promote the transparency and accountability of government institutions, improve substantive and procedural consistency, reduce opportunities for corruption and the public perception of corruption within relevant institutions, and promote gender equity. The Contractor is expected to maximize its flexibility to respond to the assistance needs of the Government of Serbia.

The Contractor may propose additional and/or alternative tasks under each component if the Contractor believes these will better serve USAID’s objectives and Expected Results. In performing these tasks, the Contractor will coordinate with other existing and future projects of USAID, the Government of Serbia, and other donors in order to complement rather than duplicate other efforts and resources.

The JRGA project consists of two components:
(I.) Judicial reform
(II.) Government Accountability

Component I: Judicial Reform

Objective: Assist Serbia to make the administration of justice more efficient, transparent and responsive to the needs of their users, and to increase public awareness about the improvements.

Component II: Government Accountability
Objective: Assist Serbia to strengthen the capacity of Serbia’s Independent Agencies and civil society to promote open, accountable and efficient government; to fight corruption and poor administrative practices; and to generate public demand for and participation in good governance.

Duration: The period of performance for this contract is five years from award date.
