Description
The global objective is to strengthen access to land and property rights for all sections of the community. The specific key objectives: at the national level, to develop a national land policy and sub-policies covering among others 'khas', 'char' and Government lands. To establish an authoritative record of ownership of land, the project will work at 2 levels:
— firstly at the policy, legislative and institutional level to provide for a land ownership registration system, capable of producing a certificate of land ownership,
— at the 'upazila' level, to build an authoritative land record (ALR), through physical co-location and technology, under the current legislative and institutional arrangements. The project will have 5 major components:
1) national policy reforms (national land policy and sub-policies);
2) authoritative land records at (planned) 3 pilot 'upazilas';
3) legal audit and institutional audit;
4) capacity building of the Ministry of Land;
5) public education and awareness. As per current planning the modality involves mainly technical assistance managed by an experienced team of key experts and additional short-term experts in cooperation with the Ministry of Land of Bangladesh and respective departments. The contract is planned to have a duration of 3 years in the period from mid-/late 2012 to mid-/late 2015.
