Short description of the contract or purchase(s): The procurement covers 1 contract whereby the successful tenderer will be assigned responsibility to conduct an evaluation of specific aspects of Norwegian support to human rights. The evaluation is to be carried out according to the Terms of Reference (Annex 1) and the conditions laid out in this document with attachments. The main objectives are to: 1. Identify intended results of Norwegian targeted and integrated support to promote human rights at different levels. 2. Assess country level results of Norwegian support to promote human rights in selected countries. 3. Identify lessons learned and recommendations that can contribute to improve the planning, organization and implementation of future support to promote and protect human rights.
