Description of service: The principal objective of this consultancy is to enhance the Department of Energy's capacity to govern the oil & gas sector as it relates to entering into agreements with exploration & production (E&P) companies for areas under its jurisdiction that have not been previously contracted for these purposes.These agreements must balance the maximization of revenues to the State and the exploration, production of the State hydrocarbon resources. The immediate objective is to create a draft of a model contract that can be used as a template by the Government of Guyana in its negotiations with these companies. The model contract should be flexible enough to be used under direct negotiations or under competitive bidding processes to let out hydrocarbon-bearing lands.
