Description

The development and commissioning of a HEMIS system at the Ministry of Higher Education (MoHE) and in five Universities which consist:

Component A: The centralised HEMIS located at the MoHE comprising of a data warehouse serving standard reports, custom reports, data capture instruments for off-line institutions, and common reporting and analysis tools (for component B below).

Component B: The UAS (University Administration System) at university level which is expected to comprise integrated modules to support student affairs, personnel/HR, planning and a UMIS (University Management Information System) using the same reporting tools and dynamic portal as in component A and C

Component C: An integrating and dynamic web based portal with development and integration of application level message queue based software.

The HEMIS procurement will be carried out via a results-based contract, thus including the initial detailed analysis and definition, development, installation, testing, training (including training of trainers) and maintenance of a commercial supported and/or customised non-proprietary licensed software system (including sub/licensed components, upgrades and updates; and escrow agreements etc.).

Additional modules could be requested as optional modules (like finance, Single Sign On application etc.), while an offer for a Maintenance Agreement of 5 years after final acceptance (that is not part of the scope of this contract and will be funded either by the Beneficiary Authorities or the European Commission) will be mandatory.
