Scope of Contract: Consultancy Services to Develop LPG Communication Plan, Ksh 20,379,600.69 inclusive of taxes Ksh 87,520. DAlberg Advisors and Exclamation Marketing Ltd

The scope of the assignment will include but not limited to:-

Phase 1: Identification

  1. Undertake social economic survey to identify current LPG consumption status/consumer perceptions in Kenya and map the targeted 1.2 million households to be addressed in the communication;
  2. Study the current LPG distribution pattern in Kenya as well as existing reports on LPG distribution studies. Identify LPG awareness gaps, barriers to LPG adoption in Kenya and benchmark with international or regional best practices in countries which had similar relatively low LPG consumption rate and having successfully achieved a significant sustained increase in uptake. Recommend closure options.
  3. Evaluate consumer and other stakeholders perception and existing knowledge on LPG in Kenya and highlight existing information and knowledge gaps and propose closure options driving the preferred use of LPG over other household fuels.
  4. Document the findings on social economic survey, distribution pattern, information and knowledge gaps and document proposed recommendations for closing the gaps in an interim report.

Phase 2: Designing

  1. Propose appropriate and effective communication medium to various focus groups in consideration of target groups, geographical coverage, appropriate timing and accessibility;
  2. Designing and defining a brand name, theme and catchy messages for the project with a view to bridge identified gaps
  3. Based on findings of Phase 1, design a communication plan aimed at;
  1. Overall enhancing adoption of LPG
  2. Promoting positive perception on benefits of using LPG and continued use for sustainability;
  3. Creating awareness on advantages of use of LPG over biomass and kerosene;
  4. Creating awareness about the environmental and health impact of using biomass & kerosene
  5. Communicating Government of Kenya objectives for promoting LPG use
  6. Sensitize users on correct usage of LPG and LPG safety
  7. Communicate the eligibility criteria for beneficiaries of the discounted Government cylinders
  8. Mobilizing women and youth to pursue opportunities in LPG value chain that would come forth from this project.
  1. Designing community outreach campaigns around a ‘’Clean Kitchens’’ theme aimed at adoption of  LPG as a modern, clean energy for their kitchens
  2. Develop a communication plan implementation matrix, complete with an execution/roll out plan, timelines and budget. NOCK and MoEP will implement the designed communication plan based on this implementation matrix.
  3. Develop monitoring and evaluation tools outlining key indicators for monitoring overall performance and impact of the communication plan
  4. Develop a feedback mechanism to create genuine opportunities for dialogue and create conditions that promote stronger citizen involvement in discussions.
