Project title and assignment: Kragujevac Infrastructure Upgrade Project: Feasibility Study of New City Bus Terminal

Contract description: This assignment concerns the required studies for the first project component, namely new city bus terminal. The general objective of this assignment is to assist the Bank with a technical and economic assessment of the project component indicated above.

The specific objectives of the assignment are to:

  • analyse bus traffic and movements (city, suburb, inter-city lines) and establish 20-year demand assessment;
  • assess local real estate market and potential for additional real estate development on bus terminal site (hotel, retail, leisure, commercial, etc.);
  • assess all required site preparation works, including demolition and decontamination, and drainage and utility networks;
  • prepare development plan of complete site, including bus terminal and real-estates development with development phasing, and a concept plan for bus terminal developments comprising bus terminal complex (bus terminal/retail/administrative), access roads, parking, taxi bays and all other associated facilities;
  • prepare project costing, economic and financial evaluation;
  • identify investment components suitable for private sector participation (“PSP”), including market sounding (contractors, real estate developers);
  • propose contract structuring (PSP options, phasing, tender packaging);
  • perform Environmental and Social Due Diligence (ESDD) as per EBRD requirements.

Scope of work: The Consultant shall prepare a report with justified recommendations for consideration by the Bank. The report shall identify any shortcomings in the data and materials prepared by the City for the project investments included in the recommendations. In the event of incomplete data, the Consultant should make qualified estimates and recommendations based on sound engineering and technical judgements.
