Scope of Contract: Environmental and Social Impact Assessment for Uige Water Supply System.

The consulting services (“the Services”) are to develop an Environmental and Social Impact Assessment (ESIA) for the expansion works of the Uíge Water Supply System. The ESIA will achieve the following specific objectives:

1. Identify all potential adverse environmental and social impacts of the expansion works of the Water Supply System of the Uíge city, for the design, construction and operation phase, including recommend measures for impact avoidance, reduce and mitigation;
2. Prepare an Environmental and Social Impact Assessment (ESIA) report which include an Environmental and Social Management Plan (ESMP), Health and Safety Plan, Waste Management Plan, an Emergency and Contingency Plan, and any other applicable environmental and social plans;
3.  Conduct public consultations: at least two public consultations, the first at the scope and baseline analysis stage; the second public consultation when the ESIA preliminary report is concluded. The public disclosure of the final decisions taken by the environmental agency (MINAMB) on the assessment of the proposed project, as part of the environmental licensing process, is required in accordance with Article 9 of Decree No. 59/07 of July 13.

The proposed works for the expansion of the Water Supply System to the city of Uíge includes the following new infrastructures and equipment: Water intake at the Loge river; pumping systems; Water Treatment Plant (WTP); Bulk water pipes and the distribution reservoirs.
