Background:

The European Bank for Reconstruction and Development (EBRD) promotes low-carbon, climate-resilient and environmentally sustainable development through its Green Economy Transition (“GET”) approach. Over the past decade, this has resulted in more than 1,200 investments across the EBRD region, delivering more than EUR 22.2 billion business volume. Climate change adaptation is one of the three pillars of the GET approach, alongside climate change mitigation and the delivery of other environmental benefits.

One of the main mechanisms for scaling up investments that promote low-carbon, climate-resilient and environmentally sustainable development are the EBRD Green Economy Financing Facilities (“GEFFs”). Through GEFFs, the EBRD extends credit lines to local financial institutions who on-lend the funds to their clients, including small and medium-sized businesses, corporate clients, retail clients, farmers and households. Loans under the GEFFs provide financing primarily for sustainable energy projects in two key areas, energy efficiency and small-scale renewable energy. Following the adoption of the GET approach, the EBRD extended the range of areas supported by GEFFs to cover climate resilience. In order to further scale up the delivery of finance for climate-resilient private sector growth and sustainable development, the EBRD is establishing a Climate Resilience Technology Selector (the “CRTS”) that will be integrated with the GEFFs Global Technology Selector.

In order to facilitate the development of the CRTS, EBRD requested a team of experts providing technical expertise and assistance in identifying water efficient technologies, equipment and services (the “WE measures”) that help cope with water stress as a significant climate change risk.

 

Objective:

The objective of the Assignment is to identify and define a range of WE measures that can be finance by the GEFFs or dedicated agricultural or climate resilience facilities established by the EBRD.

Services:

Task 1: Market assessment and critical review of current experiences in financing WE measures

includes the preparation of a list of WE categories and technologies eligible for Bank’s financing.

Task 2. Development of technical attributes of WE measures

includes for each WE technology identified in Task 1, the preparation of baseline attribute(s), and other technical attributes.

Task 3. Development of the WE Measure List and WE Baseline Studies (for Europe as "reference baseline", Turkey, Egypt, Mongolia and Uzbekistan) including the development of a list of technology products, equipment and services for each of the identified technology category, and a Baseline Study detailing each of the identified measures.

Task 4. Clustering the Bank’s countries of operation and establishing WE cluster/country bands

includes the clustering of EBRD’s countries of operation along (i) climate risks/vulnerability, and (ii) resource efficiency.
